City Assessor/Hearing Officer
Conduct hearings and make determinations on applications for correction of real property tax assessments. Evaluate credibility and weight of information presented in support of applications. Responsible for research, analysis, and valuation of all types of properties including the most complex and highest valued parcels for administrative assessment review. Determinations can involve any of the three recognized approaches to value in appraisal of real property. May supervise, coordinate, and assign work to subordinate employees and conduct physical inspections of properties when necessary. Attend outreach sessions to assist property owners and real estate representatives in understanding the NYC Real Property Assessment System. Conducts virtual and in-person hearings with lawyers, legal representatives, property owners, and City Assessors at the Department of Finance. Evaluate the credibility and compliance of information in support of applications. Research, analyze, and value all types of properties including the most complex and highest valued parcels for administrative review. Determine offers after in depth analysis with all three recognized approaches to value and after consultation with supervisor(s), as necessary. Supervise and assign work of subordinate employees. Assist with special projects as directed.Candidates must be experienced in using Microsoft Office applications such as Microsoft Excel, Outlook, Teams, SharePoint, and Word.
Requirements
For Positions Not Requiring State Board Certification1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property such as assessor, appraiser, valuation data manager, real property appraisal aide or the like. To be credited the experience must have been primarily gained in the performance of one or more of the following tasks: collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value. Mere listing of real property for potential sale, or preparation of asking prices for real estate for potential sale, using multiple listing reports or other published asking prices is not qualifying experience; or For Positions Not Requiring State Board Certification 2. An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property as described in "1" above; orFor Positions Not Requiring State Board Certification 3. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property as described in "1" above; orFor Positions Not Requiring State Board Certification4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience.For Positions Requiring State Board Certification 1. A four-year high school diploma or its educational equivalent and four years of satisfactory full time experience in an occupation involving the valuation of real property, such as assessor, appraiser, valuation data manager, real property appraisal aide or the like.
